 Dr. Papa Kwesi Nduom won the December, 2004 parliamentary election on the ticket of the Convention People’s Party (CPP) to become the Member of Parliament for Komenda-Edina-Eguafo-Abrem (KEEA). He won the election convincingly with 30,981 votes against the 15,427 votes for his opponent from the NDC. His 66.8% win compares to the 52.8%.. |

Agenda For Ghana, The Vision
I believe that we Ghanaians CAN continuously create wealth to improve the worth and welfare of our people. We CAN together, seek to build a society of disciplined individuals with a passion for excellence. We CAN raise the average income of its citizens to $10,000 in our lifetime.
This will happen if we focus on doing things differently. Our success will also be predicated on doing different things than we have done in the past. Our immediate focus should be to ensure that all our people have access to the basic necessities of life.
I came to this conclusion during my tenure as Chairman of the National Development Planning Commission. I had the opportunity to tour all the ten regions of the country and interact with our people. I have also had the opportunity to visit South Korea, Singapore and other countries that have been able to rise from poverty conditions to become relatively prosperous nations in the past three decades.
In 2001, I decided that Ghana needed to concentrate on only four areas - Culture & Attitude; Healthy, Productive Communities; Long-Term Savings; and National Identification System in order to accelerate our development. If we get it right in these areas, and it will need good leadership, Ghana CAN be whatever it wants to be.

Agenda For Ghana, Culture and Attitude |
While the cultural constraints may be difficult to overcome overnight, it is critical that we lead our people to ensure diversification of our production base and the promotion of locally produced goods and services. It is very necessary for us to ensure the strict enforcement of existing laws and the imposition of penalties and sanctions for abusing public trust and for the destruction of public property. A change in attitude is necessary to ensure that we overcome indiscipline and excessive dependency.
We the leaders must move our people along a different path and encourage patriotism. Our people must understand that freedom comes through sacrifice and works with responsibility. Prosperity does not just happen. We must work for it through strict enforcement of discipline, a better attitude towards doing the right things always and a culture of doing, excellence, cleanliness and continuous modernization.
Above all, we must have leaders who know and are willing and able to move the people in the right direction.

| Agenda For Ghana, Healthy Productive Communities |
I am convinced that we must create a broad-based program that will allow all communities in our country to be modernised in a way that will ensure clean, healthy and productive environments. This means that we must revise and enforce local development rules and regulations. Government financial support is essential but firm, unwavering leadership is needed to help our people share the goals of better health, clean environments and productive people.
Government must actively promote and support financially the transformation of our communities.

| Agenda For Ghana, Long-Term Savings and Capital Development |
It is important that we generate domestic savings that will form the basis for the growth of enterprise and job creation. The objective is to expand the pool of long-term savings and the creation of vibrant and deep capital markets.
I have promoted the idea of the establishment of employer-sponsored retirement plans to be encouraged through tax incentives. Tax incentives will allow employer/employee contributions to be tax deductible. Returns accumulating from investments of such retirement plans will be tax-free. To affirm the long-term nature of such investments, early withdrawals will be fully taxable and will be subject to a penalty.
Savings plans will be established to enable individuals to save for long-term purposes including Individual Retirement Plans, Individual Home Ownership Plans and Individual Educational Savings Plans. Contributions to these plans will be tax deductible for the individual and income on the account should accrue on a tax-free basis. Early withdrawals will be fully taxable and be subject to a penalty.
I am convinced that within five years of the implementation of a long-term savings scheme, the Ghanaian capital market and the financial sector will be significantly transformed.

| Agenda For Ghana, National Identification System |
An enabling factor missing from our national life is a national identification system. This does not allow the revenue agencies to maximize revenue collection for national development. It makes is difficult to move from a cash based society as the lack of a widely acknowledged identifier prevents the development of credit databases. Law enforcement will be easier when a national identification system is implemented. Our society will become better organized and a disciplined one as a result of the system. |
